Zhejiang official first written response to the closure of SMEs

In response to media reports that SMEs face a new round of bankruptcy, Zhejiang officials responded for the first time in written reports. On June 16th, the Zhejiang Provincial SME Bureau published the “Investigation Report on the New Situation of SMEs in our Province” on its official website. It is believed that the overall development of SMEs in Zhejiang is good and it is indeed facing many problems. For example, production costs have risen sharply and corporate financing has been difficult. The interest rate for private lending in most areas in Zhejiang has been between 25% and 30% per annum. Power shortages have given priority to ensuring that the measures taken by large enterprises in power consumption have a serious impact on SME production.

However, the survey report of the Zhejiang Small and Medium Enterprises Bureau believes that these problems are more of a problem in progress, and problems in development are manifested as a kind of “trouble in transition”.

The report pointed out that the difficulties faced by SMEs in SMEs at the low end of some industrial chains and value chains are particularly acute. The main performance is that in the relatively tight monetary environment and the pressure of a new round of inflation, business operating pressures increase. Coupled with the recent constraints in electricity, labor, and land use, some small and medium-sized enterprises have inadequate measures to respond to their daily business activities. Outstanding performance in the following areas:

(a) Higher production costs. The purchase of raw materials by enterprises and the ex-factory price of products are "high in and low out". In the first quarter, purchase prices and factory prices of industrial producers rose by 10.1% and 6.4% respectively, with a spread of 3.7 percentage points. The dramatic increase in the prices of energy and raw materials has put pressure on the company's operations. Some textile printing and dyeing companies reflected that the price of raw materials such as raw cotton and viscose rose rapidly after the holiday and it was more difficult for companies to accept orders. In terms of labor costs, the wage increase of most SMEs in the province is generally between 10% and 30%. Some companies have paid salaries twice after the New Year and after the Spring Festival. The increase in wages in the textile industry is particularly noticeable. The salaries of wage earners from the previous year were 1,700 yuan each. Monthly increase to 2,500 yuan per month, an increase of more than 40%. The monitoring data shows that the per capita labor compensation of industrial enterprises in our province has increased by 25%, and 87.5% of the enterprises have seen a significant rise in labor costs.

(b) Corporate financing is even more difficult. In the context of tight monetary policy, "lack of money" has once again become the focus. At present, the return of deposits from Zhejiang state-owned banks is generally about 30% of the loan amount, and the shareholding banks are even higher. Bank lending rates for SMEs are basically up about 30%. Deposit and loan spreads plus discounted interest on acceptance, corporate real loan interest is much higher than the normal loan interest, close to or even more than twice the bank's benchmark interest rate. The lack of bank credit funds has made private lending increasingly active. The level of interest in the private sector has increased significantly compared to last year. The annual interest rate of private lending in most areas in Zhejiang has been between 25% and 30%. In the past few years, affected by the international financial crisis, the confidence of Zhejiang SME investment industry has been affected to a certain extent. Some SMEs regard industrial enterprises as a platform and use some of their production funds to invest in real estate, capital and other industries. The real estate market has been sluggish this year, but many companies still have large amounts of money in it. Therefore, they have to continuously withdraw funds from the industry to protect the money in the property market. This is also an important reason for the tight funding of some enterprises.

(3) Labour shortage is even worse. With the rapid economic development in the central and western regions, the economy of major labor outlets for inland labor forces in Jiangxi, Hubei and Anhui has grown rapidly. The gap between the wage level and coastal areas has gradually narrowed. Coupled with the increase in the cost of living, the source of labor in our province has grown year by year. The reduction has affected the province’s SMEs, which are traditionally labor-intensive. Of the 855 enterprises surveyed in Wenzhou, 74.5% of the companies indicated that they were less in employment. The share of over 10% of labor-intensive industries such as footwear, textiles, garments and eyewear, lighters, pens and locks that are concentrated in small and medium-sized enterprises in the province is more than 80%. According to surveys conducted by 23 professional associations of small and medium-sized enterprises in our province, all industries have difficulties in recruitment to varying degrees, and some industries have not been effectively relieved after the Spring Festival. Shortage of employment has become another major problem that restricts the development of SMEs in our province.

(d) The electricity gap has become tighter. This year's "electricity shortage" has highlighted the fact that "differential treatment" in the distribution of electricity for production across the country has also had a large impact on SMEs. With the gradual increase of temperature, the electricity consumption of residents will rise sharply, and the production and power consumption gap will increase, which will have a greater impact on the normal production and operation of SMEs. Taking Xiaoshan District as an example, due to the start-up of some new industrial projects in the first half of this year, it is expected that the maximum demand for Xiaoshan's power grid network will reach approximately 2.95 million kilowatts this summer, an increase of 21.3% year-on-year, and the maximum load of the whole society will be about 3.1 million kilowatts. In the event of severe weather such as persistent high temperatures and severe droughts, and subject to the power supply capacity of the provincial network, Xiaoshan District will have a maximum load of about 500,000 kilowatts during peak summer electricity use. There is no fundamental change in the priority of guaranteeing the power consumption of large enterprises across the country, and the impact of power consumption on the SMEs will be particularly severe.

(e) The export situation is more severe. Enterprises are not allowed to export the external environment, especially the trend of commodity prices, exchange rates and other difficult to grasp, affecting the confidence of export products. Since the beginning of this year, the appreciation rate of the *** against the US dollar has exceeded 1.8%, and many companies are afraid to accept long-term orders and large orders. Among the 15 industries monitored by Wenzhou City, the sales output value and export delivery value of export-oriented industries such as glasses, lighters, pens and locks decreased by 7% and 17% respectively from January to March, and the growth rate decreased by 13% over the same period of last year. And 25.7 percentage points, accounting for a quarter of losses. There are less than 10 companies with an industry average profit margin of 3.1% and a profit rate of more than 5%. In the first quarter, the export value of small and medium-sized industries across the province achieved export value of 177.94 billion yuan, an increase of 18.1% year-on-year, which was 2.9 percentage points higher than the same period of last year but 5.3 percentage points lower than that of the same period of last year. Small-sized enterprises decreased by 7.2% over the same period of last year. Percentage.

In response to these difficulties, the research report put forward five recommendations: the need to strengthen government guidance and strengthen the combination of public services. The combination of cultivating strategic emerging industries and transforming and upgrading traditional industries and promoting the elimination of outdated production capacity. Promote the transformation of the blocky economy into modern production clusters and foster the integration of production and industry. The combination of internal development and foreign exchange.

The research report was authored by Gao Yingzhong, Director of Zhejiang Small and Medium Enterprises Bureau. The Zhejiang Provincial Party Committee Zhao Hongzhu made an appraisal to the report and requested that some small and medium-sized enterprises face the issues of high production costs, difficulties in financing, lack of employment, and tight use of electricity.

The following is the full text of the Research Report on the New Situation of the SMEs in the Province:

In recent years, the transformation and upgrading of SMEs in our province have withstood the severe test of the international financial crisis. Due to the complex and volatile economic environment, the development of SMEs in our province has encountered new difficulties this year. Recently, the media repeatedly reported that the development of SMEs in our province was in trouble. The leaders of the Ministry of Industry and Information Technology specifically issued instructions to the Bureau and asked for tracking, monitoring and analysis. In order to objectively grasp the development of small and medium-sized enterprises in our province, the Bureau specially formed a research team to conduct in-depth investigations in Wenzhou and Taizhou, and analyzed the situation reflected by the management departments of small and medium-sized enterprises in 11 cities. We believe that the overall development of SMEs in our province is generally good and it is indeed facing many problems. These issues are more of a problem in progress, and problems in development are manifested as "trouble in transition." The special report of the investigation results is as follows:

Since the beginning of this year, SMEs in our province have generally maintained a stable operation and have continued to develop in the expected direction of transformation and upgrading. First, production continued its high growth since last year. From January to April, the industrial added value of SMEs above designated size in the province reached 251.2 billion yuan, an increase of 12.4% year-on-year; the total output value of SMEs above designated size reached 1305.71 billion yuan, a year-on-year increase of 24.4%. In the first quarter, industrial enterprises under the designated size realized main business income of 167.97 billion yuan, a year-on-year increase of 25.8%. The second is to maintain a high level of efficiency. In the first quarter, the profits of small and medium-sized enterprises in our province were still in a rapid growth range. The industrial profits of small and medium-sized enterprises in the province had reached 47.08 billion yuan, a year-on-year increase of 39.5%; the tax revenue increased by 23.7% year-on-year. Sub-scale industrial enterprises realized operating profit of 7.93 billion yuan, an increase of 28.5%; total taxation was 6.88 billion yuan, an increase of 23.7%.

First, the new characteristics of the development of SMEs in our province This year, the development of SMEs in our province has a good start. All localities have implemented the Provincial Government’s "Several Opinions on Promoting Small and Medium-sized Enterprises to Accelerate Innovation and Development of Entrepreneurship," as an important part of promoting economic transformation and upgrading, and accelerating progress. SME entrepreneurship and innovation, the development of SMEs in the province has emerged some new features.

(I) Significant results have been achieved in transformation and upgrading. The industrial structure of SMEs is even more "heavy," and development is more "intensive." In April, the added value of light and heavy industries for SMEs was 36.394 billion yuan and 52.216 billion yuan, up 9.8% and 12.6% respectively. The growth rate of heavy industry was 2.8 percentage points higher than that of light industry, and its contribution to industrial growth reached 56%. The equipment manufacturing, general equipment, chemical fiber, chemical raw materials, chemical products, and other equipment manufacturing and chemical industry main business income growth rate exceeded the provincial average. In the first quarter, the utilization rate of production capacity (equipment) of industrial enterprises below the designated size was 78.6%, an increase of 4.6 percentage points year-on-year. Among them, enterprises with full-load production accounted for 9.2%; enterprises with utilization rates above 80% accounted for 58.5%; enterprises with utilization rates below 50% accounted for only 2.4%.

(B) The innovative development has achieved remarkable results. Innovative and growing SMEs have become the focus of development in various regions. Since the beginning of this year, the production scale, net profit, and taxes paid on innovative and growing small and medium-sized enterprises in the province have maintained rapid growth. Many small and medium-sized enterprises have made new breakthroughs in high-tech industries such as equipment manufacturing and new energy, and they have achieved a good momentum of development. . The survey found that the development of characteristic industries in some regions is well-established. Small and medium-sized enterprises have begun to undertake transfer of foreign industries through product innovation and marketing innovation, and regional competitiveness has been further improved. For example, from January to April in Xiaoshan District, the growth and prosperity of industrial enterprises and seedling-type industrial enterprises were both prosperous and productive. The growth in sales value reached 29.8% and 34.7%, respectively, which was higher than the average increase in regulations in the region by 8.1 and 13 percentage points.

(3) Obvious results have been achieved in the transformation of traditional industries. The traditional industries of small and medium-sized enterprises in the province, which are mainly labor-intensive, have maintained a good momentum of development. In the first quarter, the main revenues of textile and clothing, textiles, plastics, and foods increased by 16.75%, 23.7%, 23%, and 22%, respectively. In particular, the profits of the textile and clothing industries increased by 45.9% year-on-year, higher than the average of small and medium-sized enterprises in the province. Profit 7.3 percentage points. On the whole, although the loss situation of SMEs in our province has been aggravated in the first quarter, the overall benefits of the traditional industry still maintain a high level.

(IV) Significant achievements have been made in improving the financing environment. All localities responded to the "difficulty in financing" issue and responded positively to improve the financing environment of enterprises from multiple sources. We will strengthen the establishment of a mechanism, establish a financial services office, and improve the normal exchange and coordination mechanisms with financial institutions. Wenzhou City has established a government-sponsored “four-in-one” mechanism, established a regular joint system for all banks’ SME credit specialists, and defined the SME’s accountability goals. With increased financial support, various localities have intensified the establishment of financial incentive mechanisms, increased risk compensation for small and large enterprises, improved risk compensation and incentive mechanisms for SME credit guarantee institutions, built a special platform for small enterprises, and set up emergency services for all types of enterprises. Rescue**. Zhuji City set up a special project to boost small and medium-sized enterprises (SMEs) for 300 million yuan and set up a “SME Specialization Office for Promotion of SMEs”. Intensify direct ** efforts, and on the basis of the positive achievements of the first “Zhejiang Financial Association”, strive to build the “Zhejiang Financial Club” brand, making it an innovative platform for SMEs in our province; actively organize SMEs in the province to go to the United States NASDAQ is listed, guiding SMEs to market, and nurturing listed companies. Wenzhou encourages enterprises to carry out joint-stock reforms to form a two-wheel drive situation in which “starting” and “buyers” are listed. Broadening indirect channels, our province and the Postal Bank of China have carried out strategic cooperation, and new small businesses have increased by RMB 30 billion in three years. Zhoushan has accelerated the development of ship mortgages under construction and sea area use rights mortgages in response to the characteristics of geographical industries; Jiaxing has launched The New Products such as pollution right mortgage, patent right mortgage, and warehouse receipt pledge. Accelerate service innovation. Our province established the first industrial cluster service platform in Nanxun; Wenzhou has established the first non-governmental capital investment service center initiated by private enterprises in China.

(5) Obvious results have been achieved in service enterprises. Various localities continue to deepen the "double service" special actions, all sorts out some common problems faced by enterprises, leading leaders personally led the team to the grassroots level, investigated and researched, and adopted measures to create a good environment for development. In order to establish a long-term service mechanism for small and medium-sized enterprises, Zhoushan City focuses on special services such as policy and laws, factor protection, market expansion, burden reduction, and transformation and upgrading. Jinhua City launched the “send policy, send service, solve problems” activity, and took care of solving difficulties for SMEs as a central task. The promotion of public services has continued to increase, and the organization has launched the "Middle and Small Businesses" campaign. In conjunction with the new situation faced by SMEs, experts have been organized to solve various problems for SMEs. Organize business start-up counseling centers and small business start-up bases to pair and help small enterprises to make diagnoses and come up with ideas to solve the puzzle of unsolvable problems in the development of small businesses. Actively implemented the "Green Card Action Plan" for small and medium-sized enterprises, organized the cooperation and exchange week for small and medium-sized enterprises to Taiwan, and actively promoted the establishment of the "Zhejiang brand product (United States) promotion base" in cooperation with the Fullerton Group; Xianju County established the 1890 corporate service hotline and opened it. The "through train" of service companies effectively solves the problem that enterprises do not know which department to find and find the department but cannot implement it. Actively solve problems such as factor protection for enterprises, and face the problems such as outages for the prominent production factors such as labor shortage, electricity shortage, oil shortage, and land shortage, where small and medium-sized enterprises rely on for survival and development. Local governments have issued concrete measures to improve the enterprises. The elements of safeguarding capabilities, and for the characteristics of SMEs, take special measures to resolve. Strengthen the monitoring and analysis of the operation of SMEs, set up monitoring and analysis databases for SMEs in various localities, do a good job of dynamic monitoring of key regions, key industries, and key enterprises, and timely grasp the status of enterprises' orders, funds, recruitment, raw materials, and product sales, etc. Business development.

Second, outstanding problems in the existence of SMEs in our province This year, the development of SMEs in our province is indeed facing some difficulties, some of the industry chain, the low-end value chain of SMEs is particularly prominent. The main performance is that in the relatively tight monetary environment and the pressure of a new round of inflation, business operating pressures increase. Coupled with the recent constraints in electricity, labor, and land use, some small and medium-sized enterprises have inadequate measures to respond to their daily business activities. Small-sized enterprises decreased by 7.2% over the same period of last year. Percentage.

Third, the next step of the main measures and recommendations for the current and the next period of time in our province SMEs face various issues, it is recommended to take the following measures:

(1) Strengthen the combination of government guidance and strengthening of public services. The first is to strengthen the leadership of the organization and, based on the role of the market mechanism, increase government support and guidance to help SMEs overcome difficulties and create a good environment for development. In conjunction with this reform of the government agencies, the SMEs' work guidance departments have been clarified. We need to straighten out the existing phenomenon of long-term management of SMEs and make unified considerations in institutional management, policy formulation and financial support. Establish a joint conference system for the work of small and medium-sized enterprises and hold regular meetings to study various problems encountered in the development of small and medium-sized enterprises. The second is to strengthen the construction of the public service system and accelerate the development of a convenient, effective and perfect social service system for small and medium-sized enterprises. Organize the development plan for the development of public service systems for small and medium-sized enterprises, focus on the construction of public service platforms, and improve service networks and service facilities. Third, establish and improve the statistical system for small and medium-sized enterprises, speed up the establishment of a small and medium-sized enterprise operation monitoring platform covering the whole province, and in particular, do a dynamic statistical analysis of the development of enterprises below the scale, and do a good job in the monitoring of production and operation. The fourth is to strengthen supervision and inspection of the implementation of laws, regulations, and policies, strictly investigate and punish "three chaos," and effectively reduce the burden on small and medium-sized enterprises.

(b) The combination of grasping large scales and fostering support for small scales. The first is to continue to implement the "Top 100 Projects" of leading enterprises and the "100 million" projects of SMEs. Not only grasp the development and expansion of a number of leading enterprises in the industry, but also play a leading role in demonstration, but also to support the entrepreneurial innovation of SMEs, stimulate economic vitality, and create momentum. Through demonstrations, it will further stimulate the entrepreneurial innovation enthusiasm of SMEs in the province and promote the transformation and upgrading of SMEs. The second is to support the development of enterprises below the scale, establish small companies to cultivate information bases in the province, and focus on cultivating 10,000 small businesses each year. The third is to promote collaboration between large and small enterprises, to make a fuss on the extended industrial chain, and to foster more specialized SMEs in all aspects through guidance and support. Fourth, the province's small and medium-sized enterprise work conference was held to further implement the provincial government's opinions on accelerating entrepreneurship and innovation in small and medium-sized enterprises, raise the awareness of the importance of the work of small and medium-sized enterprises, and further stimulate the enthusiasm of the economic transformation and upgrading of micro-subjects.

(3) Combine the cultivation of strategic emerging industries with the upgrading of traditional industries and the elimination of backward production capacity. The first is to actively guide the scientific development of small and medium-sized enterprises, and take innovative, growing SMEs as the top priority in promoting the development of small and medium-sized enterprises, and promote the "100 upgrade projects", "thousands of growth projects," and "ten thousand family development projects." The second is to push forward structural adjustments, accelerate the upgrading of small and medium-sized enterprises in traditional industries, continue to develop labor-intensive and characteristically advantageous SMEs, encourage SMEs to enter emerging industries and cultivate new economic growth points. The third is to give full play to the role of the market mechanism, and comprehensively use financial, environmental protection, land, industrial policies and other means to eliminate outdated technologies, processes, products and equipment in SMEs in accordance with the law, and control excess production capacity and blind development of the “two high and one investment” industry.

(4) Promote the transformation and upgrading of the blocky economy into modern production clusters and foster the integration of production and industry. The first is to lay stress on the planning and layout of the development of SMEs, and to set reasonable thresholds and standards in the formulation of a massive economic transformation and upgrading plan. The SMEs will be considered and studied in an overall transformation and upgrading of the block economy, and a large number of SMEs will be driven to become bigger and bigger through the transformation and upgrading of the block economy. The second is the development of service-oriented small and medium-sized enterprises around the industry, which regards the development of production and industry as an important direction and main content for the structural adjustment of SMEs. Actively encourage and guide enterprises to change the "large and complete", "small and all" organizational concept, outsourcing non-core competitive business to SMEs, and take the path of professional development. The third is to actively develop the production and service platform of industrial clusters, learn from the experience of the development of foreign industrial clusters, and vigorously develop the science and technology services, services and training services for the characteristics of our province and for small and medium-sized enterprises. Production *** platform.

(5) Combination of internal development and foreign exchange. The first is to guide enterprises to fully tap the domestic market, seize the opportunity of the country to expand domestic demand and implement industrial transfer policies, and accelerate the transfer of processing and manufacturing SMEs to the central and western regions. Support powerful companies to seize the opportunity to implement mergers, acquisitions, reorganizations, rapid expansion of low-cost, and change the labor-intensive, low value-added extensive production and business model. The second is to encourage companies to go abroad and take the initiative to develop cross-regional joint ventures and cooperation, and create conditions to go out and invest and set up factories abroad. Focusing on the four memorandums of cooperation signed between the province and the NASDAQ, the US-based Fullerton Group, Maryland, and the Wharton School of Business, effectively and effectively promote the "Zhejiang Enterprises Overseas Listing Action Plan" and "Zhejiang Brand Products (United States) ) Promotion Base, "Zhejiang Science and Technology Park", and "Zhejiang Entrepreneur (USA) Training Base". The third is to strengthen the marriage and graft with foreign companies and introduce advanced technology and management experience. Accelerate the implementation of the "Green Card Program" for SMEs, implement the memorandum of understanding signed between our province and the Global SME Alliance, strengthen cooperation with the Global SME Alliance, and carefully select a group of industry leading enterprises and export-oriented enterprises with good growth to join the "Green Card Program" ".
