Problems such as irrational structure and relatively weak independent innovation capacity are constraining the further development of the industry; constraints on resources and environmental factors for industrial growth are gradually aggravating and affecting the sustainable development of China's textile industry. In particular, the international financial crisis that broke out in 2008 has caused profound changes in the pattern of global economic development. He Yanli: The "Guidance Catalogue for Industrial Structure Adjustment (2011 Edition)" (hereinafter referred to as "Catalogue (2011 Edition)") and the "Catalogue (2005 Edition)" classification remain unchanged, but it is still divided into encouraged categories, restricted categories, and eliminated class. If it does not belong to the above three categories, but it complies with national laws, regulations, and policies, the permitted categories are not included in the catalog.

In the Catalogue (2005 edition), there are a total of 44 items under the textile category, including 12 encouraged items, 1 restricted items, and 32 eliminated items. After this revision, a total of 54 items are listed under the Textile Catalogue in the Catalogue (2011 Edition), in which encouraged items are merged, split, and revised, adding 4 items, a total of 14 items; Entries will be adjusted to the elimination of the original 1 class, add 17; eliminate the class entry to delete 1, add 14, and the original part of the contents of the same class with the merger. He Yanli: There are five main characteristics of the new catalogue: The first is to strive to fully reflect the direction and content of the textile industry's technological progress, structural adjustment and industrial upgrading. The encouragement categories listed in the Catalogue are the direction of industrial upgrading in textile industries. This revision adds four items: high-performance fiber and products, new spinning technology, energy-saving and emission reduction technologies, and waste textile recycling. The category entry more comprehensively covers the direction and scope of the transformation of the industry growth pattern. For those industries whose domestic production capacity has become saturated, the contents will be encouraged to be adjusted and improved in accordance with the requirements of technological progress and industrial upgrading, and no longer be encouraged for technologies and products that have become general and universal.
