Vietnam's apparel companies placed high hopes on the Trans-Pacific Partnership (TPP) agreement because they predict that once the agreement is signed, their chances of exporting to the US market will increase.

The Pan-Pacific Partners Association will promote the gradual reduction of export tariffs for several categories of Vietnam and other member countries of the Pan-Pacific Partnership Agreement to the United States, and will be completely eliminated afterwards.

Such abolition of tariffs will help the garment sector increase its competitiveness with other countries in the US market, and the garment sector is Vietnam’s largest export revenue sector.

If the Pan-Pacific Partnership Agreement is implemented, about 95% of Vietnamese exports will enjoy a tax exemption mechanism. The clothing sector will benefit the most.

According to reports, during the recent round of negotiations on the Pan-Pacific Partnership Agreement, some new problems have emerged because each trade representative sought to apply the yarn traceability principle.

According to this principle, only yarns and post-yarn production processes of those members of the Pan-Pacific Partnership Agreement, such as clothing items for the fabric, cutting and sewing stages, and those produced from non-PANPA member countries, can receive preferential tariffs. interest.

Experts say that if this principle is applied, not only will it be against Vietnam’s apparel exporters, but it will also deprive US investors investing in Vietnam from benefiting from the Pan-Pacific Partnership Agreement because they only undertake the cutting and sewing process in Vietnam. .

They believe that changing or relaxing the yarn traceability principle will greatly open up the US market for Vietnamese exporters.
